Who 21 is
Android 21 is the only villain in Dragon Ball FighterZ who was made for the game. She began as a human researcher in the Red Ribbon Army, the mother of the boy Android 16 was modelled on. Dr. Gero rebuilt her as an android and gave her the cells of the strongest fighters he had studied, Majin Buu among them.
Buu's cells gave her a hunger. She can turn a fighter into a sweet and eat them, and each one she eats makes her stronger, the way Buu grew from absorbing. The hunger split her in two: a kind scientist who hates what she wants to do, and a Majin who only wants to feed.
In the game's story she links her soul to the fighters you play as, so a second mind can hold the hungry half in check. The three story arcs are the same fight from three sides: Goku's, Frieza's, and her own.
What happens to 21
Manga spoilers, through the last chapter.
In her own arc, the hungry half of 21 eats Cell and comes for everyone else. The kind half asks Goku to end them both with a Spirit Bomb rather than live with the hunger, and Android 18 holds her while it lands.
Later games bring her back. Xenoverse 2 and Super Dragon Ball Heroes give her a lab-coat form with the hunger under control, which is the version most players know now.
