Who Kefla is
Kefla only exists because Champa, the God of Destruction of Universe 6, hands his two Saiyan fighters a pair of Potara earrings mid-tournament. Caulifla, the loud gang leader, and Kale, her shy friend with a berserker form, put them on and become one fighter with both their tempers.
She is strong enough to shrug off Super Saiyan God and Blue Goku, and her ki blasts, which she throws by the dozen, are what push Goku back into Ultra Instinct Sign. For a few minutes she is the strongest Saiyan the tournament has seen.
What happens to Kefla
Manga spoilers, through the last chapter.
Goku, in Ultra Instinct Sign, dodges everything she throws and fires a Kamehameha while sliding backwards along her own blast, which knocks her off the stage. The fall breaks the fusion, and Caulifla and Kale are out of the tournament together.
Universe 6 is erased later in the tournament and brought back by Android 17's wish. Caulifla and Kale are alive; Kefla returns only when they fuse again in the games.

- No. The fusion is anime only. The manga's Tournament of Power has Caulifla and Kale fight without fusing, and Kefla appears in the games instead.
