Who Higuruma is
Hiromi Higuruma was a defense lawyer who took the cases nobody could win, to protect people who were wrongly accused. His clients were found guilty anyway, again and again. The day one more innocent client was convicted, his cursed technique woke up in the courtroom, and he killed the prosecutor and the judge.
His technique comes with a domain expansion from the start: Deadly Sentencing, a small courtroom ringed by guillotines. Nobody can use violence inside it. Judgeman puts the other person on trial for something they really did, Higuruma argues the case, and the one on trial can stay silent, confess or deny. A guilty verdict can take away their cursed technique, or all their cursed energy. A death sentence turns his gavel into the Executioner's Sword, and anyone it cuts dies.
He worked all of this out alone, fast. Within twelve days he fought at grade 1 level, and he was the first player in the Culling Game to reach 100 points. Yuji comes to him for those points. The first trial takes Yuji's cursed energy. In the retrial Yuji confesses to the deaths in Shibuya, which were not his doing, and that stops Higuruma. He spends his points helping the others trapped in the game.
What happens to Higuruma
Manga spoilers, through the last chapter.
In the Shinjuku showdown he steps in against Sukuna right after Gojo falls. Deadly Sentencing gives Sukuna the death penalty, and Higuruma holds the Executioner's Sword. Sukuna is impressed. He says Higuruma's talent is like Gojo's, and pushes him until he learns reverse cursed technique in the middle of the fight to grow back an arm.
In chapter 247 Sukuna cuts him down. With the last of his strength he passes the Executioner's Sword on to Yuji, and it looks like the end. Chapter 269 shows him alive, his arm still healing, after Shoko treated him.
